THE MOORE STREET TERRACE — A WORLD HERITAGE SITE

The terrace of houses in Moore Street, No.s 10–25, in the Irish capital of Dublin, much in the news of late, is of great importance to the world and should be recognised as such by Irish people and internationally. The terrace is of great importance in terms of being

  • an urban WWI battlefield

  • of opposition to imperialist war

  • of the struggle of the working class

  • of women’s struggle for equality 

  • of the struggle of the world’s people against colonialism and

  • a surviving centuries-old European street market.

In this article I intend to develop this argument and these points.

In the closing days of Easter Week, in the cancelled and hurriedly rescheduled Easter Rising in Dublin, after five days of fighting, siege and a number of days of artillery bombardment, the garrison of the General Post Office, the Headquarters of the Rising, evacuated their burning building and occupied a terrace of sixteen houses in Moore Street. They broke into No.10 and tunneled from house to house up to No.25, until the whole of the terrace and back yards had been occupied.

Meanwhile, a charge of a dozen Volunteers on the British Army barricade at the northern end of that street, at the junction with Parnell Street, had failed to reach its objective; machine-gun fire had injured some and killed others. The leader of that charge, mortally wounded in a side-street, wrote a note to his wife as he lay dying there (the words are reproduced on a plaque in the laneway named after him: O’Rahilly Parade).

That history, and of it as a market in childhood memory, is what engages many people — perhaps most – of those campaigning for the preservation of that terrace of houses and of the thousands who support their efforts. But there are aspects of international importance to that 1916 Rising not usually alluded to and which deserve to be noted, celebrated and commemorated.

A RISING AGAINST WORLD WAR

James Connolly, the revolutionary socialist or communist and trade union leader, had been calling for an uprising for years and his public exhortations intensified with the onset of WWI. A section of the Irish Republican Brotherhood was also anxious to engineer an uprising during that War — “England’s difficulty is Ireland’s opportunity” was a well-known saying among Irish nationalists. But for Connolly, the issue was much more than that – the dispute between some capitalists about which of them would control the Earth’s resources and markets was sending millions to die, workers fighting workers in battlefields in which the instigators of the slaughter would never set foot. While millions died, those big capitalists would continue to make great profits, supplying armies with weapons, transport and equipment, fuel, clothing, food …..

A few years earlier, an international socialist conference had threatened revolution on their capitalist masters should they dare to start a world war. Indeed, some revolutionary socialists saw war as an opportunity to instigate socialist revolution. Unfortunately they were outnumbered by social democrats who, despite their earlier militant words, when it came to the crunch, lined up the workers of each country behind their capitalist masters against their own class brothers in other countries.

There were few socialist parties and prominent socialists that took the opposite stand but one of those who did was James Connolly. Among the other things that characterised the 1916 Rising was that it was the first significant uprising of the 20th Century against World War. The next uprisings of that kind would be the 1917 Revolutions of February and October in Russia, with another in Germany in 1918.

IRISHWOMEN”

The Proclamation of the insurgents in 1916 addressed itself to “Irishmen and Irishwomen”. Although not one of the seven signatories was a woman, there were a number of them prominent in the command structures of the Rising and in the preparations also. And also of course in the lower ranks during the Rising itself.

Constance Markievicz (nee Gore-Booth) of the ICA was, despite her planter family and quasi-aristocratic background, third-in-command of the Stephens Green/ College of Surgeons area. Kathleen Lynne, also of the ICA was Chief Medical Officer for the Dublin insurrectionary forces and third in command in the Dublin Castle/City Hall garrison. It was at the premises of Cumann na mBan founder member Jenny Wyse-Power, No.21 Henry Street, that the 1916 Proclamation was signed in secret a week before the Rising.

Kathleen Clarke was de facto a member of the IRB, work and powers delegated to her on the eve of the Rising by her husband, Tom Clarke, one of the architects of the Rising and first of the seven signatories. Elizabeth O’Farrell was one of the Cumann na mBan nurses accompanying the men in the GPO and one of three to proceed to occupy Moore Street; she carried the short truce communications to the British and back to the leaders on the Rising surrender day, accompanied Pearse to the surrender point in Parnell Street and then carried Pearse’s and Connolly’s surrender instructions to a number of garrisons in Dublin. And Winifred Carney, James Connolly’s secretary, was in the GPO and later Moore Street with her typewriter and a Webley revolver.

It is difficult for us today perhaps to realise how progressive it was for any general public document 16 years into the 20th Century to address itself specifically to “Irishwomen”. No country in the whole world had given all its women the right to vote by 1916 although the suffragette movement was in full flow throughout most of Europe and in the European colonies. While it is true that New Zealand gave European women the right to vote as far back as 1893, it was for European settlers only and also linked to a reform movement against the sale and consumption of alcohol. Elsewhere in the world outside the colonial Antipodes and the Scandinavian democracies, the extension of the franchise to women did not seem close in 1916. Nevertheless, in Canada, women got the vote in 1917 – but again, women of European descent only. In Britain, women did not receive full rights to vote until 1928. Yet in a large part of the United Kingdom, a cross-section of people making a bid for independent nationhood, were ostensibly recognising women as citizens with equal voting rights as early as 1916.

Given the preponderance of males in all organisations of all shades of Republican and Nationalist outlook, the inclusion of women in the address had to have been agreed by the men in the top leadership. No doubt women, through their agitation for full franchise as well as by their active participation in so many facets of the movement, helped to convince the men. Connolly is often credited with responsibility for this inclusion but there is no reason to believe others among the signatories would not have taken that position themselves (although Kathleen Clarke did allege that one of those would not). Patrick Pearse had previously supported the vote for women and a number of men in the leadership had female partners who were active on that issue, as for example was Grace Gifford, Joseph Plunkett’s fiancee. The 1916 Proclamation was the first insurrectionary proclamation of the 20th Century (and almost first ever) to specifically include women in its address on a basis of gender equality.

The participation of women in the Rising however had a much sharper illustration than their inclusion in the Proclamation – they were present in most of the fighting posts throughout the Rising, whether as members of Cumann na mBan or of the Irish Citizen Army – several were killed or injured, many were arrested and one was sentenced to death (though sentence was commuted later).

HOPE AND ENCOURAGEMENT TO THE PEOPLE OF THE COLONIES

The British Empire in 1916 was huge – around 13 million square miles of territory in 1916, nearly a quarter of the world’s area. It was said that the “sun never set” upon the Empire because at any moment during 24 hours, some part of the Empire would be receiving light from the sun. Around 450 million people were under the Empire’s dominion.

And of course, there had been resistance. Even after resistance had been beaten, there had been further uprisings – in fact, some areas such as that of the present-day Afghanistan were in almost constant rebellion. But rebellions were mostly localised and even when they took on a more sweeping character, such as the Mahdist War of 1881-’89 in the Sudan or the Boxer Uprising in northern China in 1900, they had been crushed by British military might.

The news of the Easter Rebellion in Dublin ran around all parts of the British colonial world, from the nearer to the most remote. And some of the news was carried by the Irish in the British armed forces. Tom Barry, later to be undefeated guerrilla leader in the War of Independence in West Cork, read about the Rising while serving in the British Army in Mesopotamia (now Iraq). The Connaught Rangers, hundreds of which were to mutiny in India in 1920, were also in Mesopotamia in 1916. These Irish units of the British Army and Irish men in British units serving outside the United Kingdom, served not just next to English, Welsh and Scottish soldiers but also next to soldiers drawn from colonial peoples; they were often serviced too by colonial people in auxiliary roles and mixed to a degree with the colonial populations among which they were stationed, in markets, eating houses, bars and sex-houses. Just four years later, during the mutiny of the Connaught Rangers, it is recorded that Irish rebels in British Army uniforms had communicated their mutiny and their reasons to the Indian traders.

The 1916 Rising took place in what had been considered, the previous century, the second city of the British Empire. Now past those ‘glory days’, Dublin was still a city of the Empire’s “home base”, the United Kingdom. And the Empire’s Army had been obliged to shell one of the UK’s own cities in order to suppress that Rising! To many a colonial subject contemplating resistance or even outright revolt, it must have seemed like a signaling bonfire, one that proclaimed that the end of the Empire was nigh and called the peoples under subjugation to revolt, to finish it off. And, indeed during the War of Independence, the Nehru and Ghandi families were to make contact with Irish Republicans and Ho Chi Minh is reported to have been inspired by the Irish struggle.

Nor was it only those colonial people in the British Empire who were inspired but those in the French, Dutch, Belgian, Portuguese and Spanish colonies too. Ho Chi Minh, as a Vietnamese, was under the French empire and led his people in armed resistance to the Japanese and French occupation in 1941. Over the three decades following the Easter Rising, anti-colonial struggles around the world intensified and pushed the former colonial powers into “de-colonisation” — i.e. imperialism and neo-colonialism.

WORKERS OF THE WORLD

The Irish Citizen Army had been founded in 1913 as a workers’ armed organisation to defend against the attacks of the Dublin Metropolitan Police. The DMP carried no firearms then, though they were well able to kill and maim with their truncheons, a fact they demonstrated during the 1913 Lockout. But it was clear that Connolly at least knew that at some point the workers would come up against the full force of the State which, at that time, meant the British empire and the Colonial regime in Ireland. He called publicly for the ICA to train in and to carry firearms. The Royal Irish Constabulary, policing the rest of the colony outside Dublin, was indeed armed. And British Army units were stationed across the country, many of the garrisons in Dublin alone.

The ICA fell into a kind of disrepair after the workers’ defeat in the Lockout but was soon enough dusted off and reorganised. WWI began the same year the last striking workers of the Lockout, the Jacobs girls and women, marched back to work. It was certain that Connolly would try to stage a rising during the war and suspected that the Republicans, or “advanced nationalists” as they were called then, would do so too. As the war dragged on and the bodies heaped higher, Connolly grew increasingly impatient, contemptuous and even desperate, berating the “nationalists” for not rising and threatened to bring out the couple of hundred ICA on their own.

But the Irish Republican Brotherhood had been planning to rise and in late January 1916, alarmed by Connolly’s threats, brought him into secret negotiations. When he emerged a few days later after what many thought had been his kidnapping, he had been sworn into the IRB and was part of the Military Council, planning the Rising for the Easter weekend. And that would mean that the ICA would also commit to the Rising.

On Easter Monday morning, around 220 men and women of the Irish Citizen Army marched out of Liberty Hall or mobilised elsewhere in Dublin. Two of the important fighting areas in Dublin were given over to their command, Dublin Castle and Stephens Green. ICA members fought elsewhere too, including the GPO. One account has them as the first to occupy the top of the GPO’s roof and another as hoisting the “Starry Plough” on top of William Martin Murphy’s Imperial Hotel in Clery’s building (the last flag of the Rising to remain flying). At least one was killed in the fighting evacuation of the GPO and a number took part in the occupation of the 1916 Terrace in Moore Street. The 1916 Rising was the first occasion of the 20th Century when a workers’ unit rose in their own units, in their own uniforms and under their own commanders.

SURVIVING STREET OF A CENTURIES-OLD MARKET QUARTER

Authorisation was granted for the development of a market in the Moore Street area by the Dublin and General Markets Act of 1831. But the Act mentioned the location as being around “Coles Lane market”, which means there was already a street market in the area. It is probable that street trading had been going on in that area for centuries before that. Moore Street was something of a modern street of its time in the area, laid down around 1763 (and, it is worth noting, before the Great Hunger and earlier than the city’s main street, O’Connell Street), mainly as a residential street with some businesses. In following decades Moore Street would become the main street of a whole market area which included the aforementioned Coles Lane along with many other streets, laneways, cul-de-sacs (“turnings”) and mews.

All of that was demolished and buried by the 1970s ILAC “development” of Irish Life ltd.(later joined by  Chartered Land, which dispossessed the households, shops, stalls and workers for a paltry compensation, to the benefit not only of the ILAC partners but also of Dunne’s Stores and Debenhams. All that remains of that street market quarter is Moore Street, with street traders struggling in difficult circumstances to make a living, harassed by Dublin City Council officials, along with small shops, granted short leases or expensive longer ones by Chartered Land or the ILAC – and under constant threat of demolition or of ILAC expansion.

CONCLUSION

Since the 1916 Rising has all those aspects of international importance listed above, clearly the Moore Street terrace also embodies them all, being the last fighting place of the Rising’s HQ garrison and containing around 300 men of the Irish Citizen Army, the Irish Volunteers and three members of Cumann na mBan.

On the basis of those points alone, the site should be a recognised world heritage site. That the terrace and surrounding streets are, according to the National Museum of Ireland the most important historic site in modern Irish history’and ‘a surviving urban WWI battleground … beyond price’ (as stated by the Imperial War Museum) and they include the last street of a centuries-old European street market adds icing to the cake – a cake that should be made available for the world to share.

There are occasions in life when time that can never be retrieved is expended on something that is worthless. So far, three valuable hours of my life has been wasted on what RTE describes as a ‘commemorative drama’ to herald the beginning of the Centenary year of the 1916 revolution. Wasted, other than in terms of understanding the propaganda value to the political class even of badly constructed ‘historical’ costume drama – although describing ‘Rebellion’ as coherent drama is stretching it.

I quibbled after the first episode about the use of the term ‘Rebellion’ instead of the more accurate term ‘Revolution’, but it finally dawned on me with Episode 3 that what the writer, director and producers really mean is that this is about rebelliousness within the featured families, to which the 1916 Revolution is just a backdrop.

It would be a useful exercise after the series comes to an end to put a stopwatch to good use to work out the proportion of the five hours of screen-time that is devoted to an exceedingly poor and skewed telling of the story of the 1916 Revolution, and what proportion was used to tell the confusing, intertwined, and fairly inconsequential stories of domestic disagreement. There is of course a market for the latter, and for its setting in a sort of ‘upstairs-downstairs’ genre, but this series, more soap than serious drama, should not be its vehicle.

The 1916 Revolution – what was it really about, who made up the rank-and-file – essential to the creation of a revolution, what scale of operation was in play, what impediments to success existed? Nobody can be any the wiser by relying on this series.

The leaders – who were they, what were they like, what did they believe in, was there a plan, had they some endgame, some vision? Nobody can be any the wiser by relying on this series.

Where is Tom Clarke, or Seán MacDiarmada, or Joe Plunkett, three iconic signatories of the Proclamation, all present in the GPO – but not so far in this sorry series? No clue as to their characters, and precious little of James Connolly’s – relegated to a bit part, or of Patrick Pearse’s – other than his addiction to prayer, his deference to the clergy, his obsession with blood sacrifice, and a capacity for rhetorical exaggeration – as RTE would have us believe.

Where is the evidence of strong public support particularly in the impoverished inner city tenements, without which the revolution could not have lasted almost a week? We know it was there, we who have bothered to acquaint ourselves with the true narrative. Instead, that hoary old myth of widespread public disaffection with the revolution is hammered home at every opportunity.

Episode 3 begins with some bearded chap being put up against a wall and shot by firing squad. Who was he? We are none the wiser by the end of Episode 3. Why might it be important to know that he was Francis Sheehy-Skeffington, a journalist, an advanced-feminist, a pacifist who had played no part in the revolution itself? Because, perhaps, that it is true, and that he was murdered on the command of a crazed, out-of-control British army officer – an essential detail of the 1916 narrative – but not as the masses are supposed to know it since it would upset the entirely revisionist slant of this television disaster, a revisionism that is deliberately applied. And so it goes on.

Against fleeting scenes of chaos, created as we are led to believe by violent anti-democratic nutcases hell-bent on creating a Catholic state, we are encouraged to note the stabilising influence and the manners and the etiquette of both the Irish ‘Castle Catholics’ and their British masters in Dublin Castle. Fast-forward by 100 years and we see the same spurious choice being presented to the people by the political class – ‘stability’ or ‘chaos’, white or black, good or bad. No need to tease out what each side really stood for back then, or what each side stands for now.

There are those who ask ‘what matter – it is only TV drama?’. Propaganda is at its most effective when it is inserted subtly into the thought-processes of its target audience, and repeated through various forms from news and current affairs, commentary, and yes, entertainment. That works, as Joseph Goebbels knew all too well.

RTE claims an audience of 600,000 for its first episode of ‘Rebellion’. A large proportion of these will vote in the upcoming general election in which the main choice will be between, the political class tells us, stability or chaos. And that audience is also entering into the centenary year of the 1916 revolution with its competing interpretations, one of which champions the Redmondite parliamentarian Home Rule option over the other – the right of a people to self-determination and self-government, to be established through revolution where no other viable option was available. Presenting a partisan and therefore skewed version of the 1916 revolution primes at least a part of that audience to adopt a negative view of the legitimacy of that revolution and of its leaders, and that represents a highly political intervention in the popular history of 1916 on the part of the State broadcaster, RTE. It is not, presented in that way, just TV drama.

‘Rebellion’ looks like a cheap production, but cost as much as Ken Loach spent making The Wind That Shakes The Barley – an excellent production for the big screen, which grossed three times its production costs at the international box-office. Why wasn’t Loach asked to make this series? It is not as if he lacks experience. But then, he could be relied on to create a credible narrative around the main story of revolution and to consign the less consequential sub-plots to their rightful places. That would not suit the political class, including its RTE functionaries.

The 1916 revolution is an intriguing, exciting and rich human story, as rich in dramatic potential – characters, incidents and plot-lines – as was the highly successful and accurate 1913 Lockout TV drama ‘Strumpet City’, produced by RTE in 1980. ‘Rebellion’ on the other hand is dross. Some people, their names figuring prominently on the credits of each episode, opted for dross, and each received a considerable reward tor taking that option.

The foundational narrative of modern Ireland – in which the 1916 Revolution is the inciting incident – deserves to be treated with a modicum of respect. That is entirely absent in this spurious version.

There are times when we remark that ‘you couldn’t make it up’. The series writer did, with input from others.

And there are times when we remark that ‘it couldn’t get any worse’. Oh yes it can, and it will.

Of that I am certain.

SPANISH ELECTIONS RESULT IN MOST FRAGMENTED PARLIAMENT SINCE 1936

The Spanish state’s General Election was held on 20th December, four years and one month since the previous one; although in some countries not such a long period, it was the longest between elections in the state since Franco’s dictatorship. A number of financial scandals affecting the ruling right-wing Partido Popular (PP) in recent years no doubt made their leaders reluctant to go to the polls but holding off longer might have resulted in even worse results.

On the other hand, their main parliamentary opposition, the social-democratic Partido Socialista Obrero Espaňol (PSOE) were also embroiled in some financial scandals during the same period, though not as many. (Please see summary of the main financial scandals in appendix).

Both political parties had something to fear in the growth of the new political party Podemos (“We Can”) but the PSOE much more than the PP, since the image projected by Podemos is generally one of the Left. As expected, Podemos took votes from the PSOE but unexpectedly came in as the third parliamentary party in strength overall.

The PP’s vote was under strong threat from the new right-wing party Ciudadanos (Citizens), which pre-elections polls predicted moving into third place in number of seats but instead came in a fourth and well below Podemos. Nevertheless, it did take votes from the PP.

On a state-wide turnout of over 70% of the electorate, the election resulted in the most politically-fragmented parliament since 1936. Although the PP remains the party with the highest vote overall and therefore the most seats, it gained only 123 out of 350, which does not allow it to form a government. Even a coalition with Ciudadanos would give the PP insufficient seats to form a majority unless they could rely on abstention by the PSOE not voting against them, a tactic which would leave the PSOE vulnerable to further gains from Podemos or others in future. A PP-PSOE coalition does not seem possible, both parties having much to lose from such a coalition in the future, not to mention the state itself, which functions under an illusion of political choice between “left” and “right”.

On the other hand, the number of seats held by PSOE (at 90, the lowest ever in its history) is even less than those of the PP and it would need to go into coalition with others in order to form an alternative government. With Podemos? Possibly … but the numbers would still be insufficient and would require others to come on board. It could function, of course, with the PP abstaining from voting against them but that in turn would probably cause further defections from the PP to Ciudadanos or a split. A PSOE-Podemos alliance would also harm the new Podemos party in the future, as it has based much of its propaganda to date on attacking “political bipartisanship” in the running of the state by the “oligarchy”. And on the 29th the party chief, Iglesias, ruled out a coalition with either of the main parties.

The Izquierda Unida bloc was also devastated, presumably by Podemos, losing six seats on previous showing and remaining with two. (For the trajectory and electoral performance of the “United Left” — Izquierda Unida – please see separate article).

Background of the Spanish state

The present form of the Spanish state emerged from a fascist dictatorship, in turn the victor of a vicious civil war. The dictatorship of 36 years came to an end without a revolution or bringing to trial of state torturers, mass murderers and robbers. The new form of the state developed a constitution insisting on the unity of the state with the explicit threat of army violence against any nation within its borders seeking independence.

It was as though a coach with fascist emblems and full of fascists went into a paint-spraying garage, coming out a few minutes later a different colour but with all the original passengers on board. Of course, a few new passengers got in too, like the previously repressed PSOE and the CPE (Partido Comunista de Espaňa). And they also helped with the painting.

Alone among the state’s population, the majority in three of the Basque provinces voted against the 1978 Constitution (many also abstained). The more democratic articles of the Constitution never found expression in practice, especially with regard to democracy and civil rights in the Basque and Catalan countries. In the 1980s the social-democratic PSOE government was embroiled in the scandal of the GAL assassination squads operating against the Abertzale Left movement in the Basque Country, resulting in the jailing of the Minister of Internal Affairs of the Spanish state, the most senior Police Chief and a number of highly-placed officials.

The Spanish state includes within its borders as already noted most of the Basque Country and the Catalan Countries, which have their own cultures and languages. Also with a significantly different culture are Asturias and Galicia, both of them considering themselves Celtic rather than Latin-Hispanic and and having their own languages. There are in fact small movements seeking independence or greater autonomy in all other regions of the state, including in the political centre itself, Castille.

The Spanish state has long been the most unstable in the core European Union. Collusion between fascists, alleged social democrats and alleged communists internally, along with the support of the USA and the tolerance of its European partners has kept it afloat. Nevertheless, it represents the part of the EU most vulnerable to revolution, with immediate impact should that happen on the French and Portuguese states and further ripples throughout the EU. However the revolutionary and potentially revolutionary forces are currently weak, divided and riddled with opportunism.

Some major recent corruption scandals

The political landscape of Spain was shaken in early 2013 by the “Bárcenas affair”. On 18 January 2013, Spanish daily El Mundo revealed that former PP treasurer Luis Bárcenas had, up until 2009, used a slush fund to pay out monthly amounts, ranging from 5,000 to 15,000 euros, to leading members of the party. On 31 January 2013, Spanish daily El País published what became known as “the Bárcenas’ papers”, facsimile excerpts from handwritten ledgers in Bárcenas’ hand. Among the recipients were incumbent party leader and Prime Minister Mariano Rajoy and Secretary-General María Dolores de Cospedal.

The PP took the position that these payments were in accordance with law. Further, on 14 July 2013, El Mundo published excerpts from several SMS between Bárcenas and Rajoy from 2011 through 2013 in which Rajoy promised help to Bárcenas and gave him encouragement. The most recent of these messages was in March 2013, when publicity on the Bárcenas affair had already broken out. Under pressure from international media and opposition parties threatening him with a motion of censure, Rajoy spoke out to Congress in an extraordinary plenary session on 1 August.

Rajoy denied any criminal responsibility, which he attributed solely to Bárcenas, but recognized “errors” and “having trusted the wrong person”. This did not prevent the opposition bloc from demanding Rajoy’s resignation, but with the PP commanding an absolute majority in Parliament and with no judicial proof on Rajoy’s direct involvement in the scandal, chances for a successful motion of censure were slim.

At the same time, a corruption scandal affecting the Duke of Palma Iñaki Urdangarín, “the Nóos case”, resulted in the charging of his spouse Cristina de Borbón, Infanta of Spain and daughter of King Juan Carlos I, for tax fraud and money laundering in April 2013. She was summoned to court in February 2014, and in November 2014, the High Court of Palma de Mallorca upheld charges against her, paving the way for her to face trial, though only on tax fraud charges.

In June 2015, King Felipe VI officially deprived his sister of her dukedom, privately announcing his intention beforehand. These corruption allegations severely eroded the Spanish Royal Family’s popularity within Spain; according to an opinion poll by the CIS, between 1995 and 2013 the Spanish monarchy’s approval rating had dropped from 7.5 to 3.68 on a scale of 10 amongst Spaniards.

In late 2014, the sudden emergence of several episodes of corruption that had taken place over the course of the past years and decades was compared to the Italian Tangentopoli episode in the 1990s. As a result, this episode has been dubbed by some media as ‘the Spanish Tangentopoli’ or ‘Black October’.

  • Starting on July 2014, former Catalonia President Jordi Pujol had come under investigation after he acknowledged possessing a large, undeclared, familiar fortune, with several of his sons being already under investigation on alleged tax offense charges. By October 2014, most of his family had already come under investigation under alleged money laundering, fraud, public contract kickbacks and other tax offenses.

  • In early October a massive expenses scandal was unconvered involving former Caja Madrid senior executives and advisers. At least 86 bankers, politicians, officers and trade union leaders were accused of using undeclared “black” credit cards between 2003 and 2012, spending over 15 million euros in private expenditures. Involved was former Caja Madrid chairman between 1996 and 2009, Miguel Blesa, but also notable members from the PP, PSOE and IU parties, such as former Deputy PM, IMF Managing Director and Caja Madrid/Bankia chairman Rodrigo Rato, as well as members from Spain’s main trade unions UGT and CCOO.

  • In late October, Judge Pablo Ruz charged former PP Secretary-General and several-times Minister during José María Aznar’s tenure, Ángel Acebes, with a possible misappropriation of public funds as a result of the Barcenas affair. A few days later, Ruz’ inquiry on a Treasury investigation unveiled that the People’s Party could have spent as much as 1.7 million euros of undeclared money on works of its national headquarters in Madrid between 2006 and 2008. On 27 October, a large anti-corruption operation, Operation Punica, resulted in 51 people arrested because of their involvement in a major scandal of public work contract kickbacks, amounting at least 250 million euros. Among those arrested were notable municipal and regional figures from both PSOE and PP, as well as a large number of politicians, councilors, officials and businessmen in the Madrid community, Murcia, Castile and León and Valencia.

On 26 November, Judge Ruz summoned Health Minister Ana Mato to court after concluding she could have benefited from several corruption crimes allegedly committed by her former husband Jesús Sepúlveda, charged in the Gürtel case. As a result, Ana Mato resigned from her office that same day, defending that she had not been charged with any penal crime, but declaring that she did not want to bring further harm to her party. A Congress plenary in which Rajoy was to announce legal reforms against corruption had been scheduled for 27 November several weeks previously; the media concluded that Rajoy had forced Mato’s resignation in order to prevent a complicated political situation on that day.

THE DESIGN OF THE NEW €2 COIN — AN INAPPROPRIATE IMAGE REVEALING A NOSTALGIA FOR THE EMPIRE?

The new €2 coin design is now published and the coins will themselves be put into circulation in the New Year. Designs were submitted and the winning design for the ordinary currency coin is by Emmet Mullin, while the design for the gold and silver special editions is by Michael Guilfoyle. Both designs incorporate the statue of “Hibernia” and that name is prominently displayed on one of side of the coin and although Guilfoyle’s design incorporates some words from the 1916 Proclamation, they are in the background to the representation of “Hibernia”. The image is taken from a the centre one of a trio of statues erected on the GPO in 1814, while still under British occupation.

shown as a pretty younger sister of “Britannia”, in need of her older sister’s protection (usually from the rebellious Irish, the despair of poor “Hibernia”). She was never in martial garb, unlike Britannia herself who was usually represented as a majestic and martial figure, with a crested war-helmet and shield and sometimes carrying a trident (perhaps to indicate domination of the seas).

That representation of Britannia appeared not only in the cartoons of “Punch” and other publications but also in sculpture — for example at the top of Somerset House, in the Strand, London – and also on many mints of British penny coins.

Of course, in British history the most likely model for the representation of a female fighter was Boudicca (“Boudicea”) who, after her humiliation and the rape of her daughters by Roman Legionnaires, raised her formerly pacified tribe of the Icenii against the Roman occupation and came close to driving them out of Britain. The irony is that the whole of Britain at that time was Celtic, as were Boudicca and the Icenii. But the English ruling class appropriated Boudicca into their English iconography as they did also with King Arthur and the Round Table knights.

Romanised and civilised

Ireland had many names among the Gael but “Hibernia” was not one of them. “Hibernia” was a late Latin name for Ireland, which the Romans had previously called “Scotia” (yes, “Scotland” originally meant something like “the land the Gael have invaded and settled and defend”).

The Roman linguistic connection is interesting – Irish Anglophiles and some English lovers of Ireland have been wont to bemoan the fact that Ireland was never conquered by the Romans. These commentators have tended to see Romanisation as civilising, forgetting perhaps the words of Rome’s own greatest historian, Publius Tacitus (or Gaius Cornelius Tacitus; c. 56–after 117 AD) who said that “they have created a desert and call it peace.” Calling Ireland “Hibernia” might be a way to bring that Roman conquest belatedly to the unquiet isle, to make her more “civilized” — in fact more like her neighbour and therefore more accepting of her neighbour’s domination and of her ways.

When John Smyth designed the statues to go on top of the General Post Office building in Dublin’s main street, then Sackville (but now O’Connell) Street, Dublin was widely considered the second city of the British Empire, next to London. The building opened to the public in 1818 but Dublin’s slow decline in status had already begun. Since the abolition of the Irish Parliament by the Act of Union in 1801, following the suppression of the United Irish uprising three years earlier, the Irish Members of Parliament had to go to London to take their seats, taking a great deal of political, commercial and social life with them. Irish landlords deserted their Irish estates in greater numbers, leaving them in the hands of their often rack-renting agents as the owners demanded more and more rents to keep them in their homes in Britain and their lifestyle there and in Europe. Throughout the 19th Century the social focus slowly followed the political to England – except where a militant nationalist one arose.

Submission or subversion?

Perhaps the representation of Hibernia by John Smyth, reflecting that of Britannia, was meant to show Ireland as equal in grandeur to her dominant neighbour. The Society of the United Irish had been part of a wider cultural movement that sought to explore and appropriate an older Gaelic culture for the colonists, many of them settled for generations on Irish land. Assertions of autonomy and complaints about English political and commercial restrictions had been part of that movement too and had found sharpest expression in the republican and separatist ideas of the United Irish. Some aspirations remained, severely modified. Perhaps it was John Smyth’s intention to show Hibernia as grand but there was no mistake about who was really in charge in Ireland, Hibernia or Britannia.

As if to underline the relationship, Smyth placed a statue representing “Fidelity” on Hibernia’s left on top of the GPO. What could that fidelity be, except to the Empire? Some suggest that because Fidelity holds the Key and is with the Dog, that she really represents Hecate. I know nothing about Smyth nor have I the time to research him at the moment but it is possible he was being somewhat subversive in that representation. Hecate had a number of earlier and later interpretations and the key seems to have appeared later – the key to the household perhaps but also to Hades, the Underworld.

On Hibernia’s right, John Smyth erected the statue of Hermes, known to us as the messenger of the gods but also representing commerce. Commerce, then as now, was the backer of military and political initiatives, indeed often the driver. Of course, many of the Irish bourgeoisie, both native and colonist in origin, wanted a successful commercial Ireland. But after 1798 and 1801, they were not going to get it. From then on, most progress for Irish finance would be made through investing in the Empire rather than in Irish industry and trade.

Whether the representation of Hibernia was intended as some kind of subject of Britannia with pretensions to something grander or was in fact just aping her better, dressing in her mistresses’ clothes when the lady was away, is a moot point. What is certain is that neither the image nor the name itself is of native origin.

The names for Ireland

As noted earlier, among the many names of the Gael for Ireland, “Hibernia” does not appear. The clan-based resistance had used Irish names to describe the land and this continued in the wars against Cromwell and William, with “Ireland” being the most common name when speaking in English by both sides of the wars.

The United Irishmen, a late 18th Century republican movement for independence led mostly by descendants of colonists and largely English-speaking, called the land “Ireland”1 or “Erin” (a phonetic representation of the Irish-language “Éirinn”, the dative case of “Éire”). These names, along with the genitive “Éireann” later, continued to be those most often used by nationalists of the 19th Century, the Young Irelanders, the Fenians, the Land League, as well as by the various advanced nationalist and revolutionary organisations in the early years of the 20th Century2.

This continued to be the case during the War of Independence and by both sides in the Civil War and was the case with the setting up of the 26-County state and with the various national resistance movements to that state of affairs since then. One finds “Hibernia” in the Ancient Order of Hibernians, of course and in the Hibernian Bank but they are exceptions – it is “Éire”, “Erin” or “Ireland” over all – and has been so for many centuries.

“Hibernia” is a foreign colonial import, both in terminology and in concept. She is poor image of her big sister on “the mainland”, the real boss. The use of her image and of her name is inappropriate to commemorate the 1916 Rising but their use may signify much more than an error – they may reveal a subliminal desire to return to the Empire, or at least the Commonwealth, in the psyche of those who were never all that sure they should have left it.

THE MAROON TIDE

A maroon tide swept through the city,

in numbers alone they would overawe

the wasp-coloured Kilkenny few.

Dear Minister Humphreys,

I write to express my admiration for your work and my sympathies with regard to the criticisms with which you are currently being bombarded. I hope you will forgive my ignorance of much of the work you have been doing in the area of Heritage, which is not really where my strengths lie. But I love the way you talk, the way you shoot down those critics, especially those TDs who ask those nasty questions. And I’m sure you had something to do with removing Westport House from the NAMA sell-off, even if it is in Enda’s constituency. Such a fine example of our colonial architectural heritage!

But as we know, Minister, that wouldn’t be the kind of thing that would be appreciated by your critics. They’d rather you devoted your talents to a shabby row of Dublin houses of dubious architectural importance in a grubby street market. A street which they say is “pre-Famine” — as if that were something to boast about! Laid down earlier than Sackville Street (now O’Connell Street) they say …. Sure why would we want to keep a street that old …. or remember that embarrassing episode in our history either, when we lost a third of our population to over-reliance on one crop! We learned from that, though, didn’t we? Sure we grow hardly any crops at all now and get them all in from abroad. And we live in cities now — who wants to be getting up at 6 a.m. in all kinds of weather and plodding through muck? If people like growing things that much, get a house with a garden, I say. And a gardener to do the donkey work.

But I’m digressing, Minister, my apologies. Apparently the reason they want to save that shabby terrace, that “pre-Famine street” — and the backyards and surrounding lane-ways, if you please! — is for HISTORICAL reasons. Historical! Sure have we not had enough of history – Brehon Laws, Golden Age, Clontarf, Normans, 800 years of British occupation, blah, blah, blah! Weren’t we sick of it at school?

I’ve never liked Labour too much (somehow even the word sounds sweaty) but I have to admire their Education Ministry’s efforts to remove history as a subject from the compulsory school curriculum. I’m sure they’re doing it for their own reasons – after all, wasn’t their party founded by that communist James Connolly? Sorry, revealing my own knowledge of history there, ha, ha! But whatever their reasons, they are on the right track. Who wants to know where we are coming from? It’s where we ARE and where we are GOING TO, that matters!

But some people just can’t let it go, can they? They trail history around like something unpleasant stuck to a shoe. So what if 300 of the GPO garrison occupied that terrace in 1916? The Rising, if you ask me, was a big mistake and I know plenty of people agree with me, even if most don’t have the courage to say so. Wouldn’t we be much better off if we’d stayed in the UK? And kept the Sterling currency? And as for the War of Independence …. don’t get me started!

And then there’s all that communist-sounding stuff about treating “all the children of the nation equally” — what kind of rubbish is that? Some are born to big houses with swimming pools and some are born to flats, or even rooms. That’s just the way of life. And some will claw their way up to get to own big houses and if they are a bit uncouth, well that can’t be helped, they still deserve where they get to. And their children at least will be taught how to fit into their new station. That’s democracy! But everyone equal? Please!

Sorry, back to the Moore Street controversy. OK, after the mob pressured the Government, four houses in the street were made a national monument. But was that enough for the mob? Oh, no, not at all — eight years later the State had to buy the four houses to satisfy them. Thankfully the specul ….. sorry, the developer, got back a good return on his investment – four million, wasn’t it? That’s the kind of thing that makes one proud to be Irish – buying run-down buildings and letting them run down more, then selling them for a million each. That’s your entrepreneur! If only we had more like that, to lift this country up!

I must say I really liked that developer’s plan to build a big shopping centre from O’Connell Street into the ILAC, knocking those old houses in Moore Street down (although I know he had to leave those “national monument” four houses still standing in the plans). I do hope whoever has bought the debt off NAMA and now owns those houses will carry on with that plan. Actually, I’d like the whole of O’Connell Street under glass if it were possible. Wouldn’t it be great to do your shopping from the north end of the street to the south and from left to right, without ever having to come out into the weather? Of course, not much shopping there now, with Clery’s closed …. still ….

And then they’re going on about the market ….. traditional street market …. blah, blah. What’s wrong with getting your veg and fruit from the supermarket? Or getting them to deliver it your house, come to that? “Traditional street market” my ar….. excuse me, I got carried away there. Those street markets are all very well for your Continentals, your Africans, Asians, Latin Americans and so on. Or for us to go wandering around in when we’re abroad on holiday, maybe.  But back home?  It’s the nice clean supermarkets for me any day.

Well now, if the mob insists on saving the street market, here’s an idea: why not provide a showcase stall or barrow, stacked with clean vegetables and polished fruit, right in the middle of the new shopping centre. After all, that’s heritage, isn’t it? And aren’t yourself the Minister for Heritage?

PROTESTS GREET IRISH GOVERNMENT MINISTERS AS THEY RETURN FROM THEIR SUMMER BREAK

A few hundred people turned out to “welcome” the Irish Government Ministers and supporting TDs (elected members) back to the Dáil after the summer recess of the Irish parliament. The protesters were not allowed within fifty yards of the main gates, with lines of Gardaí, the Irish national police force, standing behind the special new double barriers which they now employ here. Kildare Street, the address of the Dáil, was closed by Gardaí to pedestrian and motor traffic and public transport buses using that street as part of their regular routes had to be re-routed.

There was a special focus among many of the protesters on the housing crisis in Dublin with a number of organisations working with or campaigning for the homeless present and a number of placards drawing attention to the issue.

Some protesters had met at 4pm at the GPO in Dublin’s O’Connell Street and had marched to the Dáil from there, while others had arrived at the Dáil itself from 5pm onwards. There were others  demonstrating too in Merrion Street, on the other side of the Dáil complex.

Around the other side, in Merrion Street, I met some protesters coming away from the protest there and stopped to talk to them. They informed me that it was ending there and I returned along Nasseau Street to Molesworth Street.

When I started up Dawson Street I saw a small march coming down towards me. These were clearly the remainder of those who had been in Merrion Street earlier. Among this section were young mothers and some of their children had notes attached to their chests, for example “I am five and I am homeless”. I joined this group for the short walk remaining in Dawson Street and into Molesworth Street.

Speeches were still going on there and it seemed a musician or singer would have made a nice change – or even a comedian, or a juggler. After a short while the speeches ended and the crowd began to disperse, at which point I approached the women I had been told were homeless and spoke to one. Shortly after, I left to buy a cup of coffee and start an article about that homeless woman and her children.

SPANISH STATE TO CLOSE OVER 100 BASQUE SOCIAL CENTRES

The Spanish state is set to close 107 Basque social centres, confiscate their funds and sell off their assets, including property. With allegiance to the Basque Patriotic Left, the “Izquierda Abertzale” as it terms itself in Spanish, the Herriko Tabernak (“Peoples’ Taverns”) function as centres for social, cultural and political activity. The sale of coffee, alcohol and pintxos (a variety of home-produced small items of food, mostly eaten cold) also generates income with which to employ some activists within the movement and also to fund some of its political activities.

Those are the socially-useful functions of the Herriko Tabernak and precisely the reasons the Spanish state plans to close them down. Not that they say that openly, of course – the official line is that the taverns “fund terrorism”. Never mind that the police have never furnished any evidence of that, never mind too that the alleged recipient, the armed organisation ETA, has been in uninterrupted ceasefire since 5th September 2011, confirmed as “permanent” in a statement the following January and again as a “permanent cessation of armed activity” in October 2012.

There is an herriko taberna in many vilages and in every town throughout much of the southern Basque Country (i.e the part under Spanish state rule) and Bilbao, for example, has several. They vary from one another but typically have a front bar area and a rear or upstairs function room which may be used for political, cultural,

educational or social event, or hired for personal social functions such as celebrating a birthday, successful conclusion of studies, an engagement or wedding, a return for a migrant. Social functions of a more political nature such as welcoming a recently-released political prisoner or a commemoration of some figure of the resistance are also held there.

Inside the Herriko, the bar area and some afternoon customers

Although people hostile to the ‘herrikos’ would not usually enter one, anyone can do so and order coffee, beer or soft drink, perhaps buy some pintxos – no-one will bother them. The language of conversation inside may be Euskera (Basque) or Castellano (Spanish) but all the staff have at least enough Euskera for the customers’ needs and many are fluent.

On the walls notices and posters carry political, cultural or social messages or advertise an event, either specific to the Basque Country or perhaps in solidarity with the Palestinians, the Saharaui (Western Sahara people), or to do with gender and sexuality-social issues, workers’ and migrants’ rights, animal rights ….

Photo portraits of prisoners are “glorification of terrorism”

Recently, the walls carried photo portraits of political prisoners from the area. After the Spanish National Court decreed, a few years ago, that these were expressions of “glorification of terrorism”, the police raided many herriko tabernak (and also sympathetic bars) and arrested those who refused to take them down. The herrikos and bars affected then removed the portraits but replaced them with black silhouettes. Despite a widespread expectation that those arrested would face prison terms, nothing happened and the pictures are back up on the walls of the herrikos.

The herriko closures are expected after the Spanish state’s General Elections, which must be held before December and are expected in October or November. According to opinion polls, both traditional governing parties, the PP and the PSOE, are ahead of all others and even Podemos, with its meteoric rise to December 2014, did not overtake them and continues to show a decline in the voting intentions of those polled. In the southern Basque Country itself, the christian democratic Basque Nationalist Party continues to dominate and, even if they wished to help the party to their left (and they don’t), could not stand up against the Spanish state. A political solution therefore is out of reach.

When the herrikos close, the loss will be enormous: the organised movement will suffer politically, culturally and financially and the social and cultural life of thousands will suffer. There seems little that the Abertzale Left movement can do within the Spanish state – its legal challenge in the Supreme Court has failed. It can apply to the Constitutional Court but decisions there usually concur with those of the Supreme. After the Constitutional, it can apply to Europe, to either the Court of Human Rights at Strasbourg or the Court of International Justice at the Hague but the delay in cases being heard there can take years and by the time they are heard, the herrikos will have been closed and properties auctioned off. Nor are the European Courts’ decisions necessarily to the benefit of the Basques – although a number of times Strasbourg has found against the Spanish state for failing to investigate a claim of torture by a political prisoner, it has never actually found the state guilty of the torture itself. And when the Abertzale Left’s political party, Herri Batasuna, was banned by the Spanish Supreme Court (and confirmed by the Constitutional) in 2003, the movement took the case to Strasbourg. Eventually, in 2009, the Court delivered its judgement – incredibly, it decided that banning a political party with electoral support varying from 15% to nearly 25% in the southern Basque Country was not an abuse of the human rights of the people concerned.

Considering the options and Spanish democracy

Now the people are considering their options in action outside the courts. Should they occupy the buildings and resist their takeover by the Spanish state? Maybe that would make sense where their location is a fairly high-profile one. But others are in back streets and laneways; the “Zipayos” (pejorative name for the Euskadi police, the Ertzaintza) can swarm those places, assault the occupants and evict them in a matter of hours. That they can do the same in the more high-profile locations is without doubt but at least the community and passers-by will see the resistance there. In the smaller villages, herrikos may change their name and perhaps replace the buildings’ renters or lessees. Whatever course they take, the disruption overall will be huge.

In 1998, the Spanish National Court judge Balthazar Garzon (beloved of many liberals around the world) closed down the Basque-language newspaper Egin, a bilingual daily in Euskera and Castellano first published 20 years earlier. Over a year later, a judge ruled that the newspaper could reopen but by then its machinery had been dismantled or left unusable and its owners left without funds as they were using them in court proceedings. In 2009, a Spanish court finally decided that there had been no grounds for closing it in the first place. A year later, there was a similar decision in the case of Egunkaria, the first-ever daily in the Basque language, closed down by the Spanish state in 2003. In 2010, the National Court decided that there had been no reason to close the newspaper and that the accused were innocent, hinting that the accusation of torture was true. But no formal apology followed, nor was there any compensation paid and Otamendi, the newspaper’s manager, had to take his torture case to Strasbourg, where in 2012 he was awarded compensation of €20,000 (and €4,000 legal costs) against the Spanish state because (as usual) they had not bothered to investigate his claims of torture. No compensation has yet been paid for Egunkaria‘s closure and its successor, Berria, reportedly struggles financially today.

Basques smile ruefully when students of recent Spanish history talk about the “democratisation” of the State through the “Transition” from General Franco’s dictatorship. Apart from the killing by Spanish police and state-supported fascist gangs during that Transition, the southern Basque Country has seen state-organised assassination squads, bannings of newspapers and radio stations, bannings of political parties, youth and cultural organisations and arrests, torture and jailing of political activists. This is the reality behind the words of “Spanish state democracy”.

BLACKMAILING AND BULLYING A CHILD FOR PEACE

A Derry schoolboy has been subjected to emotional blackmail and pressure by his school to sign a “peace scroll” and, arising out of an altercation over his refusal in which it was alleged he was being “sectarian”, was sentenced to two after-school detentions.  Why is he being treated in this way, what is this “peace scroll” about and who is promoting it?

According to Pauline Mellon, writing about it in her blog, a boy in her Derry community in September last year was pressured by a teacher in his school to sign a “Peace scroll” with which a Reverend David Latimer is trying to create a world record with the number of signatures. “The child was told by a teacher that he would be ‘the only child in the North not to have signed’ and was further questioned as to whether his refusal was sectarian in nature.” Not surprisingly, the child reacted to this suggestion and used a word for which the school seeks to discipline him.

The school has a policy (on “abusive language”) which makes no provision for contributing factors,” says Pauline Mellon. However, although the school Board is sticking to the letter of their policy in this regard, they seem not quite so rigorous in upholding their own procedures in other respects.

When the parents questioned the School Principal over his decision to impose two detentions and what circumstances if any he had taken into consideration, the Principal immediately cut off communication with them and escalated the issue to stage 4 of the school’s complaints procedure. Stage 4 of the school’s complaints procedure requires a written submission to the Chair of the school board from parents.”

Although the parents at this stage had made no such written submission, a sub-committee of the School Board declared that they had investigated the complaint (from whom?!) and upheld the Principal’s decision. The sub-committee had decided to use as “a written submission” some letters written by the parents to the Principal after he refused meet them, thereby violating the parents’ rights to prepare their own submission if they wished to go to Stage 4 of the Complaints Procedure and, indeed, violating the terms of the Procedure itself.

As if to underline their casual attitude to their own procedures, the School Board wrote to the parents to outline their “findings” without even using the school’s headed paper. When this was pointed out to them, the Board apologised for sending the decision on plain paper and said it would not happen again. However, there was a much more significant breach of their procedures, in that the sub-committee had kept no minutes of their meeting, about which the parents have learned only recently. Then when the parents did actually submit a level 4 submission, it was totally ignored.

As Pauline Mellon observed, the Chairman of the Board was in breach of his duties according to “Department of Education guidelines which state that the chairperson has responsibility for all meetings and must ensure that minutes of ALL meetings are retained.”

One can imagine the impact of a comparable chain of events on any individual, let alone a child studying for his GCEs. The parents took him to a counsellor, after which they wished to discuss the counsellors’ report with the boy’s form teacher. The Board prevented this meeting, confusing the counsellors’ report with the parents’ “ongoing issues with the Board”.

Nine months after the first incident in this chain of events, the Board invited the parents to meet with them. The parents brought along an observer and the Board refused to allow the meeting to go ahead with the observer present and when the parents protested, they were escorted off the premises, witnessed by an Independent local authority councillor. The Board in this case is the authority and has the power and the school is also their territory. There are a number of people on the Board. In summary, they held the advantages of power, territory and numbers – yet they refused to allow two parents to be accompanied by an observer to support them (and at a later date to bear witness to what went on, should that become necessary). One must wonder what they had to fear in allowing this one additional person …. and why.

The School Board has a Parent’s Representative on it – the parents of the child sought a meeting with this person, not once but a number of times, but the person concerned has so far failed to meet with them. This is indeed extraordinary – how can anybodfy discharge their duties as a Parents’ Representative to the Board if they refuse to meet with parents who are in dispute with the Board?

There is a body which governs Catholic schools, of which the school in question is one – the Catholic Council for Maintained Schools (CCMS). This is an organisation of the Catholic Church but receives public funding through the Northern Ireland Executive. The parents took the issue to that Council. The CCMS admitted that headed paper should have been used in writing to the parents and commented that the school’s Board had not fulfilled their role; they also noted the parents’ attempt to discuss their child’s counsellor’s report with his form teacher but would not comment on whether the refusal would be normal practice. All in all, the CCMS considered that the Board’s actions of using a letter to the Principal as a submission and refusing the parents the right to submit their own Level 4 submission were “reasonable” and “in accordance with School policy”.

Presumably in their deliberations, the CCMS had discovered that the Board’s sub-committee had failed to keep any minutes but left the parents to discover this through other means at a later date. At a later complaint to the CCMS, the Council refused to acknowledge the failure of the School Board’s Chairperson in ensuring minutes were kept, as laid out in the Department of Education’s guidelines. Finally, the CCMS denied that any breach of the child’s rights took place.

The Chairperson of the CCMS is Bishop John McAreavey, who according to Pauline Mellon, has not even had the decency to acknowledge or respond to two separate letters the parents of the child in question sent to him. This was in contrast to the Bishop of Derry, Rev. McKeown who replied to the parents after they wrote to him. “Bishop McKeown who has knowledge in these matters agreed with the parents that a common sense approach should have been taken and expressed concern that such a small matter had used up so much time and energy.”

Pauline Mellon takes a similar line in concluding her article: “… a matter that should have never made it outside of the school assembly hall from the outset has exposed the School Board in question as being ineffective, unprofessional, non-transparent and unaccountable. It has exposed CCMS, a group acting under the wing of the Catholic Church, as not having learned from previous incidents when the Church has closed ranks and has attempted to silence people.”

As to the Rev. Latimer himself, the promoter of the “Scroll” signatures, although he promised the parents to look into the matter, they have heard nothing from him since.

Who is the Rev. David Latimer?

According to the Department of Education of Northern Ireland, Rev. Latimer is “a visionary”, for which term they offer no explanation apart from his Guinness Book of Records bid for “most signatures on a scroll” and his promotion of it in the schools. http://www.welbni.org/index.cfm/go/news/date/0/key/922:1 Indeed, it is amazing that 84 schools have signed up to the project, as the article says on their website  – even more so if none of those saw any wording to endorse and to which to encourage their children to subscribe (see further below).

David Latimer was a systems analyst with the Northern Ireland Electricity Board and married before he decided to become a cleric. He did so in 1988 and is now Minister of two churches, the First Presbyterian in Derry’s Magazine Street and the Monreagh Presbyterian, established in 1644 across what is now the British Border in Donegal.

In 2011, David Latimer was invited to address Sinn Féin’s Ard-Fheis and did so. On that occasion he said, referring to Martin McGuinness, that they had “… been journeying together for the last five years and during that time we have become very firm friends, able to easily relax in each other’s company.”

Rev. Latimer went on to say that “The seeds of division and enmity that have long characterised Catholic and Protestant relations were neither sown in 1968 or 1921 but during the 1609 Settlement of Ulster. Mistrust and bad feelings resulting from the colonisation of Ireland by Protestant settlers were followed by centuries of political and social segregation. Partitioning Ireland did little to ease sectarian mistrust and separateness between Protestants and Catholics left in the 6 counties as each community continued to be defined by its particular religious affiliation with little mixture between the two groups.”

The impression given there is of some peaceful colony of Protestants arriving in Ireland around 1609 which led to “bad feelings” and “mistrust”. No mention of the seizure of land from the Irish and their expulsion to the hills or abroad. No mention of the suppression of the religious faith of the majority and the imposition of that of the minority, centuries of discrimination, theft of land, genocide. One can see that this might quite rationally give rise to “bad feelings” and “mistrust”. No mention of the actual promotion by the British of sectarianism and the creation of the Orange order, with the intention of breaking up the unity between “Protestant, Catholic and Dissenter” of the United Irishmen at the end of the 18th Century.

It was again reasons of “little mixture between the two groups” which Rev. Latimer went on to blame for the recent 30 Years War:
“Little wonder this part of Ireland descended into a spiral of communal disorder and violence that was to last for decades. Victims of differences, extending back across trackless centuries that have isolated us from one another it is, with the benefit of historical hindsight, not surprising that our two communities should view each other with suspicion and regard one another as ‘the enemy.’”

Did the Catholics and Protestants go to war with one another in the late 1960s or at any time during the 30 Years War? No, what happened was that Catholics demanded civil and human rights of which they had been denied in that British colony-statelet since 1921; the state forces tried to suppress their peaceful campaign with batons, tear gas and bullets; right wing and sectarian forces among the Loyalists were mobilised and burned Catholics out of their homes and murdered some. The British Army were sent in to support the “Northern Ireland” sectarian police and the IRA came into limited action to counter them, after which hundreds of “nationalists” were interned without trial, followed by escalation of IRA action, the Paratroopers’ massacres in Derry and in Ballymurphy, and so on.

In fact, Latimer’s false account of history has been the standard British ruling class’ version to justify their war in Ireland for foreign consumption and to the British population throughout those years: the reasonable British with the thankless task of keeping the two tribes apart.

I found the content of the Latimer’s speech on SF’s website without an account of the audience’s reaction but according to the Irish Echo, an Australian on-line newspaper, it “received a rapturous reception from the republican audience”.

Pauline Mellon says that according to the parents, “the child based his decision not to sign the scroll on Rev Latimer’s service in the British Army and with him being stationed in Afghanistan. The child also raised concerns over what he views as Reverend Latimer’s “selective” approach to local human rights issues.”

Surely the boy is mistaken? At least about him having served with the British Army? Well, actually no. In June 2008 Rev. Latimer gave an interview to the Derry Journal to explain why he felt justified in going with the British Army to Afghanistan although he had to “wrestle with his conscience”. Presumably he is an accomplished conscience-wrestler by now since he also admitted to having participated in other British Army missions for more than 20 years.

“It would be against my nature to be part of something that is creating destruction or generating pain or grief within any community”, he was quoted as saying. “The only way I can reassure myself in being part of this is that I am involved with a unit that is going out to provide resources to people who have no choice but to be there because they are under orders.”

Who are they “who have no choice …. because they are under orders”? Ah, yes, the soldiers, pilots and drone technicians who have invaded another country, killing those who resist and generally intimidating the population. Leaving aside the spurious question of “choice”, does one help justice by administering spiritual comfort to an invading army? To whom does one have a greater moral duty? The answer is clear I think and if one lacks the courage to stand up for the population the least one could do is not to offer comfort to their invaders.

Put perhaps Rev. Latimer intends to be some kind of Camillo Torres, preaching for the poor and castigating the wrongdoer? No, of course not. Well then, perhaps subtly undermining Army propaganda? He invites us to think so: “In the quieter times, I will be around for people who will have questions about what they are doing there and about God. I might not have all the answers but I am there to give a view different to the Army view.”

In what way his view might be different to that of the Army he once again fails to explain, or to inform us whether his views were also different on the other more than twenty occasions in which he served with the British Army previously. Surely if he were intending to undermine Army propaganda, he’d hardly be telling us and the Army in a newspaper interview!

He tells us the hospital he’ll be working in over there will be treating Afghanis as well as British servicemen. Hopefully, they will be treating Afghani victims of torture in British and US Army prisons as well as children given a beating in the barracks. He won’t be trying to convert the Muslims to Christianity, he tells us. And I think we can believe that, since abusing people’s religion, their culture, customs, raiding their houses and generally intimidating them is hardly likely to incline them towards one’s religion.Rev Latimer British Army Uniform

Going on to discuss the possible dangers he would face, Rev. Latimer informs the readers of the Derry Journal that “We know the (military) base is likely to be attacked and we will undergo training in how to deal with chemical, biological and nuclear attacks.” He need not worry, the Afghans don’t have any of those weapons. However, he should exercise caution should he ever have cause to pass through the special arms stores of the British or US military, who do indeed have precisely those weapons and, furthermore, have used most of them in warfare at some point.

I will receive some weapons training, although this will be limited on how to disable a gun and make it safe.” Useful, just in case any member of the Afghani resistance accidentally drops a gun …. perhaps when calling on the Reverend to make enquiries about the philosophy of the Christian religion.

Peace” and “Peace” Treaties and Agreements

The vast majority of people would say that Peace is a good thing; despite that, “peace” remains a problematic concept and not one upon everyone can agree. And “peace” is also frequently being promoted in some part of the world by some of the most warlike states with the most horrifying armaments. For those in power, the invoking of the word “Peace” can be a powerful way of invalidating resistance, silencing dissent and of justifying the status quo which has been achieved through vanquishing the enemy in battle or by the recruitment of collaborators in the enemy’s leadership.

During WWI, the British and the French concluded the secret Asia Minor Agreement (also known as the Sykes-Picot Agreement), with the endorsement of Imperial Russia; the Agreement divided the Arab world between the French and the British should they succeed in beating the Ottoman Empire. To the shock and embarrassment of the imperialists, the Bolsheviks published the terms when they took power in 1917. Although this Agreement was intended to bring “peace” between the competing British, French and Russians, it has been in part the source of many wars with others, as well as coups and uprisings in the Middle East since then.

“Peace” does not mean the same to all: many of the British and French public during WWI would have said that “peace” meant defeating the Germans and Turks, conversely many Germans and Turks would have thought the direct opposite. The Russians mostly wanted an end to the War so “Peace” was one of the most popular of the Bolsheviks’ slogans for their October Revolution, after which they pulled Russian troops out of the War; it was one of the reasons so many soldiers and sailors sided with them.

The end of the First World War brought “peace” and “peace treaties”; among these was the Treaty of Versailles between Britain and France on one side and Germany on the other. In effect, the principal victors screwed Germany for war reparations, occupying the industrial Ruhr Valley. Many historians agree that the Versailles Treaty was a contributory factor to the later rise of the National Socialist Party (the “Nazis”) in Germany and also to the Second World War.

After WWII, the “peace” treaties  divided the world largely between the USA, the British, the French and the USSR. Some aspects of that division led to two big wars — the Korean and Vietnam Wars – and a host of smaller ones. The USA has fought 20 military engagements since WWII; the British have fought 28 and the French have been directly involved in 15 military actions or wars (these figures do not of course include the wars and coups fought by the many proxies of these powers). Furthermore, not one of those wars was fought on the territories of those states and, in most cases, took place far from them.

To look for a moment further than the three world powers above, Sri Lanka had a war going on inside it since 1983 and had peace talks a number of times. The origin of the war was the communal differences and inequalities promoted by the British when they ruled Ceylon as a colony and continued by the Sinhalese majority Government afterwards. In 2008, the ruling Sinhalese Government decided on all-out war and, abandoning the mutually-agreed ceasefire, surrounded the Tamil Tigers’ “liberated areas” with a ring of steel through which no-one could pass. They then subjected the areas to indiscriminate continuous shelling and air bombardment before sending in their troops, wiping out most of the opposing guerrillas but also thousands of civilians. According to UN estimates, 6,500 civilians were killed and another 14,000 injured between mid-January 2009.  The Times, the British daily, estimates the death toll for the final four months of the war (from mid-January to mid-May) at 20,000.

There’s peace in Sri Lanka now, all right — the peace of the grave.

Sri Lanka’s “peace” is similar to the one that followed the 1798 Rebellion in Ireland – that was “peace” after a defeat of the Irish Republican forces by bloody suppression and rabid sectarianism. Of course that “peace” was temporary only (as Sri Lanka’s will no doubt prove to be too) and was followed by other brief uprisings in 1803, 1848, 1867, the Land War 1879-’82, 1916 Rising, the War of Independence 1919-1921, the Civil War 1922-’23, the IRA campaign during WWII …. The partition of Ireland as part of the 1921 Agreement was supposed to bring peace to both parts of the country but again it proved to be a temporary one.

Despite the sectarian riots burning Catholics out of their homes and the wave of terror and repression by the Six Counties statelet in the early 1920s, conflict broke out again with the IRA’s Border Campaign of 1956-’62. In 1967 the Civil Rights campaign in the Six Counties began; the repression with which it was met by State and Loyalists caused the uprising of the Catholic ghettoes of Derry and Belfast afterwards. Then more repression, more resistance, then troops, then 30 years of war with the British Army and colonial police against the Republican guerrilla forces. The Good Friday Agreement claims to be bringing peace but history – and the ongoing repression of dissent by the statelet’s forces — indicates otherwise.

One of the reasons that peace is not necessarily brought by treaties and agreements is that they are themselves intended as temporary measures: by both parties, as in agreements between competing imperialist and colonialist powers, or by one of the parties, for example by the US Government in the case of the Native American Indians. Or they are violated by succeeding governments, as in the case of William of Orange’s promises in the Treaty of Limerick. Or they don’t deal comprehensively with the underlying causes of conflict, as with treaties and agreements between Britain and Ireland in general.

In fact, when a colonial or imperialist power seeks an agreement or treaty with a people or a weaker nation, what it is seeking is not usually peace but pacification – it wants an absence of conflict, or of resistance, so that it can continue extracting the benefits which it was doing before the people began to resist.

Or sometimes, the stronger power wants merely to delay things, to “buy time” until it is expects to be in a better position (and its opponent perhaps in a weaker one) than that which it was at the time. In 1925 the British Government intervened in a conflict between the mine-owners and the miners in Britain, paying a subsidy for nine months to prevent the miners’ pay from dropping. During that period, the Government laid in stocks of coal and bought up newsprint to prepare for a big battle with the miners’ union in particular. In 1926 they took on the British trade union movement and succeeded in forcing the TUC to call it off the General Strike within nine days of its beginning, leaving the miners to fight on alone for eight months until they were defeated.

So what kind of “peace” is being promoted by the Reverend Latimer? Some detailed plan, or some wishy-washy generalisation? That is not an easy question to answer. It is known to be an attempt to get into the Guinness Book of Records by having the most schoolchildren sign it which many have done, including in Donegal and Derry. Is it just a publicity stunt, where people sign up to some vague notion of “peace” which can mean one thing to one person and something completely different to another? What is the context for this “scroll”? “Peace” between whom and on what terms? Or is there a political agenda, as there was in the campaign around the Good Friday Agreement?

The Scroll’s FB page does not explain and the parents have not managed to find out; in addition a number of Google searches of mine failed to turn it up either. What is known about its origins, perhaps the only thing apart from it aiming at a world record, is that it is being energetically promoted by Rev. David Latimer.  And as we have seen, he goes on British Army missions and his role in all this is far from clear.

 

Schools in our society

Coming back to where we began, the pressure and attempted intimidation of a schoolboy is wrong and should not have been inflicted on this boy (and on who knows on how many others). It should not have been but it was and, when the parents objected, the agents of that blackmail, intimidation and repression should have backed down. And if they refused to back down, the managing agents, the School Board should have upheld the parents’ objections. And if they did not, the Catholic Council for Maintained Schools should have done so. All of them failed to do what was right.

As adults, we tend to see schools as neutral institutions, some with good standards, some not so good, with a continuum of teachers ranging from great to abysmal. Schools however do play a role in socialising children to accept authority and discipline outside the home and also into accepting ideas dominant in the society in which the school is located. Seen in that light, we should perhaps be less shocked at this treatment of a boy and his parents.

However this Guinness Book of Records project is not even part of the school’s official program nor of the State’s curriculum and it was the boy’s resistance to the undue pressure brought to bear on him that sparked the verbal response for which he is now being ‘disciplined’ and which he and his parents are resisting.

If the school were an institution dedicated to real learning, it would encourage questioning, even though its teachers and managers might find that uncomfortable at times. It would value courage and principle and instead of persecuting this boy, would encourage him and value his principled stand, his courage and his persistence. But instead it does the opposite and because the boy’s parents do value their child’s principles and courage and want to support him, they also find themselves in conflict with the school.

Such small-scale battles go on constantly everywhere in our society, in institutes of education, in workplaces, in other organisations and associations, in communities. People fight those battles, often on their own or in little groups, or they fail to resist; whichever they do will affect their individual character and their social and political attitudes thereafter, one way or the other. Drawing on those lessons can lead to understanding more general truths about society and can also help to develop the strength of character to withstand psychological and other bullying and pressure at other times in life. Fair play to the boy for his principles and the courage to stand up for them against authority figures and fair play too to his parents who are supporting him.
